Before 2009, public bus services were independently planned and operated by SBS Transit and SMRT. To build a more integrated transport network, the Land Transport Authority (LTA) assumed the role of central bus planner in 2009. The government later launched the Bus Service Enhancement Programme (BSEP) in 2012, injecting government-funded buses to introduce dozens of new routes and boost network capacity.
In 2016, Singapore transitioned to the Bus Contracting Model (BCM). Under this system, the government retains ownership of all bus assets, depots, and fleet management systems, while contracted public transport operators run the bus packages through competitive tenders. This framework brought two international operators into the market—Tower Transit Singapore and Go-Ahead Singapore—alongside incumbents SBS Transit and SMRT Buses.
Building on this foundation, LTA introduced the Bus Connectivity Enhancement Programme (BCEP) in July 2024. Backed by a $900 million investment, the BCEP brings additional buses, faster peak-period express services, and new direct feeder routes to better serve rapidly growing housing estates like Tengah, Punggol, and Tampines North.
Alongside public contracted routes, private bus operators complement the network through Premium Bus Services and shuttle services. Additionally, during scheduled rail maintenance and line upgrades, temporary rail replacement shuttle buses are operated to minimize travel disruption for commuters.
